Philosophy and Objectives of the Party
Kulmiye Party strives towards the achievement
of its objectives, those being the beacons that
will guide the party and its supporters in the
near and distant future. The objectives of the
party comprising: practicing, learning and overseeing
the Islamic religion; defense of the existence
and independence of the Republic of Somaliland;
strengthening peace and unity of the people and
interconnecting together all regions of the country;
seeking recognition for the Republic of Somaliland;
strengthening our relations with neighboring countries
and governmental organization which we are members
of or are aspiring to be member of; socio-economic
system based on private ownership, and encouragement
of production. Kulmiye will work towards how we
can get support and assistance from and how we
can have good relations with the world community
and international organizations so that they can
assist us in the development of our country; development
of the country; upholding good traditions and
fighting against the use of narcotics; and nurturing
democracy and politics based on truth, nationalism;
and placing public interest before private interest.
The party shall actualize the view based on the
respect of human dignity of the citizen, both
men and women, this being a hallmark of every
democratic society.
Kulmiye abides by the constitution and laws of
the Republic of Somaliland and strives to the
realization of true equality for all Somalilanders
and respecting and implementing the cause the
people of Somaliland have a right in world community.
Advancing from this philosophy, Kulmiye Party
fully respects the basic rights and freedom of
the individual that are in conformity with constitutional
law, and takes additional responsibility in safeguarding
these inalienable rights.
Also, the Party delineates below, in a summarized
form, the political and economic program that
it will administer the country with, after taking
over the helm (God willing).
Kulmiye will enhance and truthfully observe the
principles that we have adopted, including:
- Free and fair elections;
- Consultations;
- Overseeing and putting public interest over
private interest; and
Additionally, Kulmiye will protect, in both public
and private ways, individual and human rights
enshrined in our constitution, traditions and
religion.
Party Strategy
The pillars of the party strategy is the realization
of two sentiments that were basic to the founding
of the republic of Somaliland in Burco City (1991):
one is the bitter struggle which entailed both
blood and property that had been waged in achieving
freedom; the other sentiment was the amnesty,
bringing closer together and unifying the brotherly
people of Somaliland, who collectively decided
to get back their independence, and God made them
succeed in establishing a country where peace
and security prevail, and are on the path to getting
international recognition, each day their efforts
is attracting the eyes of world.
Kulmiye views that unity and realization of national
aspirations must always be a basis for the two
sentiments, so as to achieve progress, unity and
cohesiveness.
POLICY
1.1 External (Foreign)
External (Foreign) relations and the search of
recognition for Somaliland
The external (foreign) policy of Kulmiye is in
general based on strengthening and enhancing what
has already been achieved since Somaliland was
reestablished, consisting of: democracy, peace
and stability, human rights
Since Somaliland has met the conditions for recognition
such as fixed borders, people inhabiting the country
and government set by the people that can enter
into relations with other world communities, Kulmiye
shall work for the cause of the Somaliland people
proceeding from what has already been accomplished
for the country, which are something to be proud
of. Included among Kulmiye's plans, in order to
get recognition for the country, is to study how
our cause is to be presented regularly and in
a scientific manner to the world, and to be participated
in, not only by the government, but also by all
the knowledgeable of the nation and our intellectuals
whether they are in the Diaspora or in the country.
The party agenda calls for participation in or
organizing international conferences that concern
Somaliland, so as to make our voice heard everywhere,
and so as to make new friends for ourselves. Moreover,
the party will follow up the good works pertaining
the issue of recognition that has thus far been
done by overseas Somaliland organizations, such
as Somaliland Forum, and our communities in the
Diaspora. Diplomatic relation with world governments,
regional and neighboring governments shall be
strengthened.
The Party shall work towards the realization
of our membership in international organizations,
such as the United Nations (UN), African Union
(AU), Arab League, IGAD, Islamic Conference and
new ones, such as the British Commonwealth. Furthermore,
the party shall fully support and respect existing
international relations and protocols, like international
human rights, United Nations Charter, Non-Aligned
Countries, African Union, Islamic Conference,
IGAD and the Arab League
Kulmiye will also work hard in cooperating with
big governments of the world, like the United
States and the European Union, and will give special
consideration to the multifaceted established
relationship with Ethiopia and the neighborliness
of Jabuuti.
A huge effort will be taken in the search for
an international economic assistance that can
help the reconstruction of the country
1.2 Internal
Local Government Administration
Local government is the first spot where democracy
is nurtured and where the citizen encounters government
administration. For this reason, Kulmiye shall
strengthen the making of the self-governing system
of local governments become self-sufficient as
regards politics, revenue, and management. The
party will reexamine the laws and manners in which
land is tenured.
In addition, Kulmiye undertakes the following:
- Delimitation of the borders of the regions and
districts;
- Population census and verification of citizenship;
- Control of illegal immigration;
- Elimination of foreign cultures that bring to
us bad and harmful influences;
- Eradicating from he society tribal cultures
by building fraternal relations between clans
and the Somaliland population;
- Creation of a socio-economic program that enables
us to benefit from our natural resources;
- Improving and directing the operational systems
of humanitarian agencies working in the country
(INGOs, IGO);
- Improvement of the real-estate system and town
planning;
- Reorganization of the structure and system of
government, and labor and employment.
2. Security
2.1 Interaction and resolving friction between
the communities
- Kulmiye encourages that members of the society
interact without segregating themselves into clans
or regions;
- Kulmiye strengthens brotherhood, cooperation,
and unity of all regions of the Republic of Somaliland,
by working to resolve through dialogue any existing
disagreements and suspicions;
- Kulmiye will try that national security agencies
shall be up to the task of maintaining internal
and external security
2.2. Police Force
For justice to be assured, there ought to be a
police force that can do a good law enforcement
work. In view of this, the Party shall establish
a useful police force that knows how to respect
the rights of a citizen living in a democratic
society while maintaining safety. To realize this,
an effort will put in police training, orientation,
and rank structuring, instilling awareness in
the officer, as well as completing laws pertaining
to police performance. Contemporaneously, Kulmiye
is going to study the feasibility of creating
for the police incentives and job facilitations.
2.3 National Armed Forces
Kulmiye will attach a great importance to the
training and quality of the armed forces and their
equipments. In addition, Kulmiye will implement
a rank and command system. The party shall inculcate
in the forces the spirit of nationalism and the
honor and defense of country.
2.4 De-mining and tackling possession of small
arms in the cities by the public
With regard to these burning issues Kulmiye,
- shall make a meaningful plan for the removal
from the entire country mines that are buried
in the ground;
- shall also study the issue of possession of
small arms by the public in the cities.
3. The Economy
3.1 Encouragement of free-market economy
As was earlier defined in the opening session
of the party in May 23, 2002, this party is laboring
hard in raising the economic growth of the nation
and will give a great encouragement to the efforts
of the people and private initiative, so as to
realize the national potential
3.2 Livestock and Agricultural Production
Kulmiye party shall engage, inter alia, in -
searching markets, not limited to the Arab countries,
for our livestock;
- exploiting hides and skins, milk, animal bones,
and ghee, and processing those that are feasible;
- making kraals and grazing rotations and availing
sufficient water for the livestock;
- founding within the education system university
level colleges and institutes that can teach veterinary
science and animal health;
- establishing laboratories that can analyze animal
diseases and their cure;
- planning arable lands and establishing reasonable
land use management;
- holding training programs in modern production
techniques for farmers;
- researching crop diseases and seeking a cure
for these diseases;
- giving assistance to farmers in the form of
seeds and implements;
- building dams and exploiting underground water
reservoirs, and - founding agricultural schools
and institutes that teach agriculture science.
3.3 Exploiting Sea Resources
In this area, Kulmiye will - endeavor to instill
in the Somaliland society a culture of fish-eating
so as to create internal markets for the fish
found in our sea;
- look for international markets as well as markets
in neighboring countries for our fish;
- open for fishermen training and educational
programs that relate to modern fishing techniques;
- seek or encourage fishermen in the use of modern
fishing equipment such as refrigerator trucks,
modern boats and nets that do not kill new born
fish;
- introduce into the school curriculum marine
science and oceanology;
- create special agencies for the investment and
development of marine resources.
To augment this, kulmiye will enact two laws,
namely protecting the seas and undersea life,
and fishing therein.
3.4 Mineral and Water Development The unpredictability
of rain and the problem of water shortage in our
country are only too familiar. Yet a large proportion
of our people are nomadic pasturalists, always
in search of water and grazing. And the livestock
raised by these pasturalists is the economic backbone
of this nation. It is, therefore, only evident
water has to be provided to this section of the
population. In addition water shortage in our
cities is a perennial problem.
We must therefore seek solutions to our water
problems.
From a geological point of view, mineral and fossil
fuel are considered to be obtainable in our country.
Yet we have not had any meaningful comprehensive
study of these resources. This party intends address
both above issues by embarking upon:
- a large scale survey of mineral and water resources
and their exploitation;
- getting for each county self-sufficiency in
water thereby eliminating water shortages;
- the creation of school of geology.
3.5 Pasture and the environment The polices and
programs Kulmiye wants implement in pasture and
the environment are, among other things,
- to fight erosion;
- to protect wildlife;
- to replant trees and reforest lands that have
been laid waste;
- to replace charcoal with coal which is abundantly
available in our country, and to look for other
substitutes to burning substances;
- to establish institutes that teach environmental
studies;
- to enact stringent laws and procedures that
governs and protects the environment and wildlife.
3.6 Commerce and industry
Somalilanders are business people. However, our
industrial base is one of the lowest in the world.
While Kulmiye wants to improve business, it also
wants to establish industries in the country.
The party aims thus:
- to encourage private investment;
- to strengthen free market policy;
- to encourage foreign investment;
- to encourage nation businessmen, and to make
them aware to invest in the country;
- to institute one or more private commercial
banks so as to encourage national commerce;
- to create new international markets that we
can trade with, and Kulmiye will review taxes
and levies on essentials, such as food, fuel,
construction materials, factories, and domestic
production;
- encouraging exportation of domestically produced
goods to foreign markets, and as well as reexamining
the taxation on these goods
3.7 Inflation
Kulmiye will address inflation on cost of living
by studying the causing factors and how a solution
to the problem could be found.
3.8 Energy Sector
Kulmiye is putting a great effort in how to mine
and use coal and prospecting for oil onshore and
offshore whose realization is known to be high.
3.9 Use of Wind and Solar Energy
Somaliland is situated in one of the sunniest
areas of the world and it has areas that enjoy
fairly good winds. In view of this, Kulmiye is
going to encourage investment in and usage of
wind and solar energy
3.10 Infrastructure
- Kulmiye will put a lot of effort in the construction
and repair of the roads that connect the country
together which are a main artery for domestic
trade and travel;
- Kulmiye will study the extension and improvement
of Berbera Port and construction of small harbors
in the country that the residents of many regions
can utilize, or are suitable for special uses,
such as fishing In a similar manner;
- Kulmiye is eying the importance that airports
have for business and travel.
3.11 National Taxes
Kulmiye Party is going to ensure that - taxes
shall not be a burden on the taxpayer community;
at the same time their benefits go back to the
taxpayers while they should reflect on the development
of the country;
- taxes must not be for embezzlement;
- agencies that oversee taxes are capable to fulfill
their national responsibilities and shall not
bend the laws for anyone;
- taxation centers such as ports, highways and
national airports must not be places that encourage
the citizen to bypass them.
4. Social Affairs
Kulmiye party departing from the fact that Somaliland
society has a lot of needs, is endeavoring to
find solutions for these needs
4.1 Justice, judiciary
- A cornerstone to Kulmiye's program is the availability
of equality before the law, restructuring of the
judiciary and strengthening the studying and observing
of the Islamic religion. Justice and the judiciary
need to have the support of the nation and must
be independent, fair and effective;
- The judiciary of the nation must be fair and
based on justice, and to achieve this, there must
be a legal staff that is well-versed and knowledgeable
in jurisprudence, and at the same time independent
from the
government;
- An effort shall be made that the legal profession
is paid sufficient emoluments worthy of its name
and position.
4.2 Education
In the field of education, the party will strife,
inter alia, towards - the general goal of eradicating
illiteracy;
- basing the school curriculum on vocation and
the environment;
- the establishment of schools of education in
order to upgrade teacher quality;
- making , in general, the learning centers to
be suitable places founded on good civic and education
environment;
- making, at the minimum, primary education accessible
to all communities;
- improving and extending everywhere in the country
domestic schools;
- equal rights of education for male and female
children, and to enable every child of school
age to be able access a school in his/her locality;
- introduction of a good quality curriculum that
is reflective of the environment;
- facilitating within the country university education,
including graduate education.
4.3 Health
In the health sector the party will ensure the
general healthiness of the society, environmental
cleanliness, use of clean water supply, control
of infectious diseases and improving general health
services;
- study how to eradicate diseases that traditionally
affect our society, such as TB and malaria while
at the same time arresting the spread of HIV,
etc;
- improve health centers and hospitals, MCHs and
PCHs and that they became places that we can entrust
with the health of the public;
- control general services of private healthcare;
- study and monitor the quality of medicines that
is imported into the country;
- make available medical laboratories and institutes
that can teach healthcare;
- impress upon national universities to produce
good quality doctors and other medical personnel;
- develop a general national health policy.
4.4 Youth and sports
Kulmiye Party, departing from the destruction
that has befallen on the young generation, and
considering youth as tomorrow's future, and fighting
against the destructive behavior that we inherited
from the long period of destruction that we had
lived through, pledges - to bring back to life
different sports clubs and the reconstruction
of modern sports facilities and equipment. Similarly,
- the party will undertake combating the chewing
of khat by our youth, consumption of alcohol,
smoking marijuana, and culturally corrupting videos
and other corruptive values;
- The party also promises to study how to combat
idleness, aimlessly hanging around teashops by
our youth and ways in which vocations and hobbies
can be created for them.
4.5 Women
The party:
- recognizes the important role women hold or
can play in the socio-economic transformation
of the country, and therefore;
- pledges to include women in any government that
the party forms;
- pledges women representation in all levels of
government;
- will give priority that girls get education
upto university level, and to remove any barriers
that they might face;
- encourages women to participate in all levels
of business and economic development;
- attaches importance to mother and childcare
4.6 Combating drugs and socially destructive behaviors
The Somaliland people are a Muslim society, and
a traditional society.
Therefore, it is inevitable to combat socially
destructive behaviors and the few who corrupt
the youth. Kulmiye will take a great responsibility
towards this issue by
- deploying the police in fighting socially destructive
behavior, like drugs and other ills;
- orienting the people to adhere to their good
culture, good nature that they are known for and
their religious culture, and to shun things that
corrupt the culture.
4.7 Combating Corruption and Protecting Public
Wealth
Corruption in the administration, which for the
most part brings about mismanagement that paralyzes
government operations, is the biggest problem
that developing countries without strong organs
to prevent corruption take root in government
administration encounter. To forestall this, and
protect national assets, Kulmiye will immediately
enact the following law:
Leadership code that clearly defines the responsibility
at the jobsite of the authority and their behavior
in other meeting places;
- Kulmiye shall study establishing an ombudsman
or an agency to which the public can direct their
complaints arising from any government infringement
on their rights;
- The party shall also study the creation of an
Anticorruption and Mismanagement Commission that
handles for the government prevention of mismanagement
and corruption.
4.8 The Disabled and the Orphans
Kulmiye is going to propose for the care of the
disabled and the orphaned:
- establishing social organizations that can
institute appropriate care and development programs
and that can also advocate their rights;
- developing projects and programs that can help
them.
4.9 Employment and Labor
The party is undertaking
- to work hard on how to create job opportunities
that can alleviate unemployment;
- that national employment procedures and the
organizations that handle it shall be of quality,
and that there is equal employment opportunity
for all;
- that government employees should be skilled,
and that they are remunerated with adequate pay;
- to enact good national labor code in line with
international agreements on labor and employment;
- that workers rights are guaranteed
4.10 The Arts
- Kulmiye will work on how to secure a national
museum that can house the culture and history
of the nation. The party shall further work on
resuscitating arts and the literature which are
our national heritage so as to give them the national
values and importance they deserve;
- In a similar fashion, Kulmiye is encouraging
the development art, photography, writing, etc.
